AUSTIN, Texas — The Texas Association of Business announced today that Chelsie Kramer has been appointed the Texas Chamber of Commerce (TCCE) Executive Director, following a planned leadership transition. Kramer succeeds Drew Scheberle, who will expand his roles in the areas of national security, AI, intelligence, energy, and P20 workforce pathways (a formal announcement is expected soon).

During Drew’s tenure, TCCE strengthened its foundation—restoring the Texas Compensation & Benefits survey, hosting strong statewide executives training, enhancing membership to record levels, and implementing critical systems upgrades. These efforts leave the organization in a stronger position as it enters its next chapter of leadership.

“Chelsie brings extensive experience, proven leadership, and a strong commitment to chamber executives across Texas,” said Glenn Hamer, President and CEO of the Texas Association of Business. “This transition strengthens TCCE’s future while enabling Drew to focus on advancing initiatives of regional, statewide, and national significance, while continuing to collaborate with TAB and chambers across Texas to enhance our state’s competitiveness.”

Kramer has dedicated more than a decade to ensuring Texas business leaders are connected to one another and to the policy conversations shaping the state in Austin and beyond. She currently serves as Director of the Texas Association of Business Foundation, TAB’s research and thought leadership arm, where she oversees initiatives that provide the data, analysis, and convening power to drive informed decision-making on issues critical to Texas’ competitiveness.

As Executive Director of TCCE, Kramer will serve as the main point of contact to the TCCE Board of Directors and as corporate secretary. She will lead staff and resources to implement the TCCE strategic plan, with a focus on strengthening operational efficiency, optimizing shared resources, and aligning efforts to achieve the goals set forth by the TCCE Board of Directors.

“I am honored to step into this role at such an important moment for TCCE,” Kramer said. “Chambers of Commerce are at the heart of their communities, and TCCE plays a critical role in ensuring chamber leaders across Texas have the tools, resources, and networks they need to lead effectively. I look forward to building on our strong momentum and working alongside our outstanding officers and members to advance chambers statewide.”

TAB will also ensure enhanced collaboration and support for TCCE through its team, including:

  • Megan Mauro, EVP & Chief of Staff
  • Diego Leibman, Manager of Policy & Strategic Initiatives

TAB and TCCE also extend their gratitude to Doug Peters, President & CEO of the Abilene Chamber of Commerce, for his outstanding leadership as TCCE Chairman. Under his guidance, TCCE has continued to grow, strengthen its governance, and move forward as a statewide leader in chamber excellence. The organizations also look forward to the leadership of the incoming TCCE Chair, Mary Frazior, President & CEO of the HEB Chamber of Commerce. A distinguished recipient of the Marvin Hurley Award, Mary has demonstrated exceptional leadership and commitment to ensuring that TCCE remains well-governed, well-led, and focused on advancing chambers of commerce across Texas.

For more than 100 years, the Texas Chamber of Commerce Executives has been the professional association of chamber of commerce executives, staff, and affiliated members in the state of Texas. TCCE provides professional education, resources, consulting, idea exchange, and connection to a community of like-minded professionals committed to excellence in the chamber industry and the success of the communities they serve. TAB has a longstanding contract to manage TCCE.
